keep in mind that seattle may be looking at rent control and they have recently instituted an "inspection" program that requires the city "experts" inspect your rentals to ensure they are up to standards.....i would never buy in seattle Having been in the Bay Area and seeing the returns that bay area investors are getting even with these same problems, the mantra is, there are deals to be done in any market, you just have to know what your goals are and stick to them.

I think what they're trying to do is stick it to the utility company by her not paying and then set up a new account with him as the new tenant..which isn't going to happen.
