@Hans Moscicke, I think you need to at least hit the 1% rule using ARV (some disagree), because that's the value you will be refinancing against.

Sounds to me like your best bet may be to sell the car or try to pay off a large enough chunk that it can be recast or refinanced into a lower payment.
