(Turns out that work he had done wasn't up to code anyway but I'm so very thankful he didn't destroy anything else.)So, here I am now, it will be about another 2 weeks of sunk costs and time, properly vetting highly recommended contractors with long work histories to obtain updated numbers and a timeline for the work.

The National Electronic Code does not require grounding for older buildings that are grandfathered in, provided they are properly identified as such: either by labeling them as ungrounded or simply using a new 2 prong outlet to replace and existing 2 prong.

@Heath M. the foundation issues just recently happened, as 2019 saw a lot of rainfall in the Chattanooga area, it wasn't an issue until the tenants complained that the door was not closing properly. thanks for the insight.
