As an investor that hears people talk about wholesale deals, I haven't found new wholesalers to have very good deals or to be that vocal about promoting them.

Also, you can self-promote and post links for your app in the marketplace forums to get feedback.

My rentals generally rent closer to $2000 and I had one that was $3000 so the numbers promote the exact situation I'm worried about.

Permits are cheaper than going the other route in the long run, and there will be a record of when it was installed if you ever want to sell and want to promote the benefits of purchasing the property.

Last week, I attended a weekend course by Brad Sumrock, It was good, and much of it was focused on promoting his mentorship program.
