Personally I would have never purchased the house for 405k back in 2005 (its peak price) just because of the sheer amount of work that needs to be done so I can't quite understand how the house could have even sold for that much.

I think taking the all-business approach of "...we have looked at where we are spending money and have found a potential way to improve the returns..." if you find that hiring out these services would save money might be a better approach than "...we have been reviewing the money you are taking and we don't think you are earning it...".
