I bought a duplex that was a gut rehab and I was told everything is metered separately, and the gas and electricity are.

You may want to secure the house, by turning off water, so your pipes don't freeze, gas because you are checking the lines, and electric at the box to save on utility bills.   

If the washer and dryer is NOT included, is it the dryer gas or electric hook ups?

What condition is the roof in, what about the AC Unit, how about the heating system, how is the plumbing and how is the electrical?

This is my only heat source , and will most likely be looking into solar considering everything else in my house is electric as well.

For instance, the electric utility in my area is Con Edison, and if I want to see the Con Ed bill from April, all I do is pull up the Con Ed vendor file which displays all the bills paid, find the check number for the bill paid in April, go to the bills paid in April file, and it's there.
