Although we did lose some oil and gas jobs over the last couple of years, which has cause a slow down in properties above 400k.

This can cause a lot of headache and delays in the rehab process.

One major cause of this is urban sprawl.

During the next rain, the roof leaked again (water was dripping through seam of the ceiling and pooling underneath the paint, causing it to bubble).

My concern is that I will not know about anything that really needs a repair, and more damage will result.

This has caused office demand shrinkage and excess inventory on the market even though not much new office is being built.

There may be government restrictions in place that caus ethe banks to do this. 

We put it in our properties, and water damage happens very easily with bubbling and it looks terrible quickly.

I plan to give a refund of security deposit (less any damages) however I am unsure if I need to refund any portion of the actual rent or not?

Of course that would get my attention, as my license would be suspended until I repaid the bonding company,  then issued the county a new bond, which may be very difficult & expensive to get any company to write.The State of Arizona actually charges every contractor a fee of about $500/year, and runs their own fund that allows any customer to collect up to $30,000 for damages.
