To match the other walls in the room, I would suggest skim coating the cement wall with drywall mud and then texturing.

Lets start from where we left off...The home inspector came and did an inspection on the house, he found that the electrical was so messed up that raw grid power was going directly from the road into a wall socket and that if someone plugged in the wrong device into that socket it could practically blow up or at least start a serious fire.

For a bedroom that only had a pull chain light in the middle and no wall switch I bought one of the remote control ceiling fans and mounted the remote permanently on the wall so the tenant couldn't lose it.

My husband can tell this is not the first time this has occurred, and finds out from talking to them that this has been happening since April (my last 6 mo inspection was March), that they have found water on the bathroom floor since its seeping under the wall where the drain is; but it’s never gotten this bad before.
