I'm thinking about 5-7k to turn over each unit (update kitchens bath flooring). 7k to update heating in the one house.

Were they ever told that they were required to heat that room?

Might be the tenant cranking up the heat and opening the windows.

The funds wont touch a property unless its in a major market like NYC, LA, Chicago, Atlanta, Miami- and there are so many good deals in these smaller markets.

I say this because HOA fees cover many types of spending that also occur on single or multi family homes (roof, plowing, heating repairs etc) and these costs would not otherwise be taken into the first equation when valuing a single family / multifamily home.
