I made an agreement with the current management company in Feb 2016 but they only sent my payment one time in the past.They currently hold my rent around $5000.I've asked so many times to send my rent but they never did.Is there any place to inform this non payment issue to authorities?

If it's established residency whether the landlord authorized it or not you must go through eviction.The police will say it is usually a civil matter and nothing they can do until you go through the courts if residency is established.

@Kee You If inspector doesn’t like it they have the authority to tell a homeonwner to put a structure back to its original state at the clients cost or get fined for a very long time and possibly eventually have a lien put on the property.

I do not know what the situation is in Indiana but I suspect the authorities do not smile on negligent landlords especially if negligence is revealed in an actual fire with damages, injury or even death.
