The smaller investor, like those here on BiggerPockets, are going into Newark thinking they're riding the wave of the growth there. 

HELOCs if they own a primary......cash out refinance if they own a primary.Borrow from family.Side hustle for a year....uber/lyft, deliver pizza, Amazon warehouse, PM, cleanout services, garage sale item flips(Gary V style)Medical Research....some pay $800 or more for simple vaccine research..some pay $5000 for a week of in patient testing.Trade down cars....flip cars.....saw a guy the other day on youtube flipping riding lawn mowers.Selling all their excess on FB Marketplace and ebay.

They ride trough the city with confederate flags on their truck or stickers on their cars insulting liberals and honestly think they are making a statement.

In the past two years, prices have soared and rents haven’t really come along for the ride quite as much.

To @Bill Gulley point, some wholesalers don't have any ethics and will take you for a ride - just like every other business in America. 

If you currently own property in an area where it hails, does your roof have impact resistance or not?

better yet, wait til there's hail damage and you will pay your deductible to get a new roof, that's what I did. 

When I talked to my insurance company - I told them roofers came out and said there was hail damage - they said they would only cover actual cash value.

lolRemember, in most states ... most ins co's only pay to replace the roof due to hail and/or wind damage.
