If someone is debt free, they could easily live an abundant life on under $30K annual income. 

IE meeting with foreclsoure consultant.. but I can tell U from a practical standpoint this is highly regional.my buddies who do foreclosures in Oregon have almost all gone out of business becasue the defaults are a trickle of what they were.. and there will always be defaults. as some folks have upsets in their life that they cant control or htey are just poor money managers.

I cannot find a BRRR for the life of me and with my background I thought I'd have it figured out by now.

Cash flow in the short term would be nice and allow us to live a little better life style theoretically but in all actuality I’d probably stash the cash to buy more properties.

The extremely damp conditions will infiltrate to the unit/s above and will drastically reduce the useful life of everything in the bsmnt. incl. the water heater, furnace, electrical panel, etc.

Well, “near end of life” can be subjective.  

Considering this is your personal property (at least for a while), it may be worth the extra cost to make your life a little better.
