@Alexander Brian Frederick as I looked at Philly, I found the multi-family homes were a lot higher in price and taxes in more favorable neighborhoods.

Don't buy in the roughest neighborhood in the urban core.

Establish your target criteria, price range, age of property, rehab/light rehab/turnkey, neighborhood, exit strategy....Research Asset Protection and get started on the right foot.

In rare cases, I suppose a vast shift in the market like a substantial "pathway to progress" or neighborhood development could greatly improve a property's status.
