The other35% are owned by Mom/Pop who are already filled up, no debt, don't ever plan to expand and don't need BP.  

I am currently rehabbing my primary at the moment with plans to rent out this fall.

The program is good but the community is outstanding they will expedite your understanding of the business help you/ your business grow exponentially - so far I recommend completely  - 2 weeks in and I already have 2 potential deals which I am following up on this weekend (doing this part time) either way I was very skeptical and now I am extremely excited and hopeful every single day, I know 2 weeks isn't a whole lot to go off of, but I plan to make a post when I assign my first contract!!

But realize that expenses also rise... property taxes, property insurance, etc will offset higher rents.The shortest answer I can give you (in my opinion) is that it isn't a great time to be jumping in for most newbie investors.  

Its a fee for tax planning and financial advise. 

I plan on having more units slowly and steadily.

I might start by calling  my insurance agent and asking how this will affect my culpability, not to mention rates.
