I spoke with other neighbors and they informed me the hellish tenants have been there 6 years and they have tried to speak with the landlord and HOA but no one has been able to do anything and law enforcement has been there countless times.

It is extremely sad that we have legislated humanity out this process...The take away from what is happening in the BA should be that all property owners should learn to run professionally: keep rents at market and enforce all rules. 

There is a great case to be made for strict, un-bendable, enforcement of the process applied without wavering to each and every person.

Have you tried taking before and after photographs of the items needing repair and sending them to code enforcement to show that you are ready for the re-inspection?

It all depends on the HOAs rules and willingness to enforce those rules.  

You'll have to learn a bit as you go; for example, you cannot discriminate against smokers, however you can designate your property a non-smoking area.Oh, btw, you should check with your local zoning/code enforcement office. 

But it also doesn't stop neighborhood people from pulling them down and throwing them away.Chances are you won't get caught, but sometimes cities will step up enforcement if they get enough complaints.
