Refinancing at 70% gives the bank some wiggle room if the appraisal is a little off.Like I said very simple explanation and obviously there is a lot more to the logistics of the deal, but this is the basic concept.

The contractor was more of a friend of a friend and ended up having some hiccups with him (scroll up to see my explanation there) but the property manager is one she uses and has a relationship with and so far has been great

Talk to the Association and see if they will work with you instead of just paying half with no explanation.
