My current thoughts, are ONCE i collect my first round of rent (in case they hold it in protest), to remove the washers/dryers secretly, prorate remaining water costs by square footage (as someone said) and bill them based on the last few months water usage.

I definitely second what Steven said about protesting the assessment if you have any reasonable grounds.

There is supposedly some process for protesting the appraisal if you feel it was done incorrectly and have evidence to support that contention.
