So if the notes currently $2.3 million at 8%, the current ow er can advertise the property for sale at $2.8 million with $800k down and $2 million loan assumption with interest rate of 10%.  

Our current president is supposedly floating a policy idea of rent control to no more than 5% annually. 

The criteria varies with each market.. for some markets it has to be a 3+ bedroom + pool,  for many places it's absolute gold to have at least a mother in law suite but best to have 2 or 3 small units, etc etc..There are a ton of seller finance opportunities here as well (not many actually advertise it but they're open to it once you chat with them).

After that, make sure your broker is advertising the building where commercial investors are looking, not just on the MLS. 

Advertise your property in more places, contact local RE agents and let them know what you have available for rent and stick to your tenant screening process 100% of the time.

I haven't had luck connecting with them yet to advertise my property to them as an MTR.I've had it listed on Furnished Finder for a week - with no furnishings in it yet, but with comments that it will be furnished soon.

I would suggest making sure you know your local laws.For example: In Washington state you have to disclose your rental criteria in the advertisement.
