Neighbors kept complaining about certain behavior of the tenants. 

People like this tenant need to know that their behavior is unacceptable, and they will be hiring a moving crew every 12 months if they persist in speaking foolishly.

I would also be skeptical of any agent that blatantly told you to lie and a PM that supported this behavior. 

Refund the money and look for a tenant that shows responsible behaviors from the start in meeting due outs.   

Does your lease have guidelines of good behavior (like no laundry on the fence, or foil on the windows?)

You are describing criminal behavior ... why would you want advice from this forum?
