If you are a stranger to the transaction, you have no greater claim to possession than the tenants, and they can say you have no claim to charge rent. 

I want to highlight at the lease that tenants should monitor moisture to avoid mildew growth and clean if they see it, they should change air filters quarterly, smoke detector batteries are their responsibility to change, etc.

Get the units in order, do inspections every three months under the guise of changing the furnace filters, replacing the batteries in the carbon monoxide and fire alarms.

It could be a bad battery in the thermostat.
