It will depend on your zoning, but they normally require a separate power meter for the ADU to be capable to renting long term to a traditional tenant.

if the paint isn’t peeling or looks bad I wouldn’t paint If I had to repaint and reroof I would do grey/black roof with light grey paint, black shutters and white trim, red door 

Monthly 1 year rental history is $4,200 per month with leases in place at this same rate carrying through next May.Looking to completer the BRRRR and do a cashout refi and the bank who I have the $271k loan with said they could not do a cash out refi2 j as I don't have a traditional W2 job currently and my 2020 taxes show my investment properties as operating as losses (I have 4).  

As @Scott Runyan mentioned, the size of this deal seems better suited for a JV or partnership than a traditional syndication. 

Could be that the property is older and needs some light reno.

We updated the bathroom, painted throughout, updated the lighting, and then furnished the unit.  

Do I subcontract out all the individual skills or try to find a handyman that can accomplish a wider array of items (like outlets, lighting fixtures, exhaust fans, LVP flooring, etc.) and then hire subs for specialty items (roof, siding repair, painters, etc.)?

TECO is the light company and they do not have a Rule or Law that allows them to go after the Owner of the property.
