if the owner is paying the utilities , go count the meters and verfy that the buildings are legal 9 families, there should also a public landing meter for each building for the hallways and out door lighting . i dont know what state your in but also make sure the tenants aren't on some sort of programs where the landlord is required pay the utilities to have the tenants .

I believe they have a subscription system however from what I recall it's a little bit expensive and is not very user friendly.You can pull the public data from the various websites and then go and extrapolate everything, but unless you've got a pretty good programmer who can build out some engines to go scrape everything you will end up doing a lot of that mining manually.

It's a gamble in some ways, as I don't know if I'd be able to build what I want due to zoning.prop #2- crappy neighborhood. 1/4 acre, BUT-has a single family house, small garage, plus warehouse space that's ~2500 sq ft. zoned C. cheap. house is also a total rehab. closer to "move in ready", but honestly, the crime in the neighborhood is to the level that I don't think I'd bring my kid there now.
