The Parish health department was the arbiter of the rules and had to sign off on everything.

I absolutely understand your view on this completely.I do background checks for my Health, Life & Annuities licenses.

Due to a full time job and health conditions I cannot constantly get to courses in the evening or weekend at this point, so a classroom format will not work.

If my wife continues to work full time we can pay off our home in 2 years but she may have to work less than full time due to health reasons and there is also the possibility she might have to stop working to care for her mother.

They have to do with your relationships, health, and learning to detach from the impresssions that are driving their emotional decisions. 

Lawyer, Arcquitect or engineer, cool you have to go to school ... if becoming one of these if not, the most important topic to learn in life is (Wealth) that is; Health, good relationships( Love) , Financial literacy and systems for freedom, leverage and have time to do the things that matter.
