It is a shady practice and you will likely get a reputation if you do.Instead, focus on finding great deals that are not in the process yet.

Having the best house sounds good but in practice it's usually under performs and is a headache to find tenants for.Personally I would consider the 4-plex and not the houses based on what you have said but there is far too little information to make an informed decision.Not really sure why you are waiting to get this or that cleared up before you invest.
