I had checked with most of my local banks, big banks, and credit unions and they seem to all say that they only offer HELOC to primary residents.

Make sure you check zoning and HOA bylaws etc - some HOAs or HPRs will only allow you to rent to one family per property even if it is a split level.

Did you look in the attic or foundation to check structural?
