The fines are from properly noticed noise complaints.My question is whether he would sue the HOA or me and I’ve have to join the HOA in the suit or mediation if he follows up on his claim that the damage bill was too high or the noise level was not bad.

i am not a lawyer but.. and no there is no..no.. they cant do a payment plan but they will absolutely take what ever you can pay them and make you think they can. it would slow down the law suit or the sale may be days or weeks at best.
