This being the case I have put off a mortgage and was intent on saving over the course of 7 years towards the ownership of a home, at which time I would re-evaluate my position.

I have no intention of owning property for our venture in my personal IRA

The new law is intentionally vague and i can see reasonable arguments being made that any workaround still violates the new law.

My intention was to major remodel the front house to be about 3000 sqft, 2 stories. 

If they continue to ask, I show them the early termination clause in the lease and let them know they can use it to leave if they are that intent on getting a dog. 

You should have the intention to close on your contract even if you can’t find a buyer.  

Hi Kundan,  the majority of loan documents that I have seen have required the borrower to sign that it is their intent to occupy the property as their primary residence for at least one year.

My intentions are to buy another house or 3 and also renovate.

The intent is not to create a profit center through fees but its good  to know what if any constraints exist in Pennsylvania for landlord tenant fees.
