It wouldn't be able to pass VA style of inspection, which is very safety oriented.If everything is functioning and just hasn't been updated in years that might work.

In addition the office of building is saying that the only way this could be considered legal and conforming is if this property was functioning as a duplex since 1954 without and 12 month disruptions in either of the units.

@Sameer Patel when I make the tenant responsible for the maintenance of the machine, it has to be functional when they move out or we would charge for the repair.

I'm sure its the same for SF.Either case, my point is that CapEx is a function of the Future costs of those Capital Expenditures, not some arbitrary percentage of the rent roll.
