its the intent.. but if your state does not enforce the laws then there you go  have at it.. but the law is the law.Just like right now in the SF bay area particularly Oakland they will not go after snatch and grab car break ins.. ergo cars are hit all over the place.. is it legal NOPE do they enforce it NOPE.. 

How they will enforce it, I am not sure.

Some lists I like to call are probate, code enforcement, and foreclosures.

The equity already affords a mortgagee the ability to enforce the mortgage and collect what is owed.

Now will they begin enforcing the due on sale clause when/if rates ever get significantly higher (which will probably happen someday)?

They can choose to enforce it, or not.

They probably know because rent is likely to at least be late.Really the best preparedness for changes in a tenant's situation is to have good policies and to enforce them quickly and consistently.

While giving notices at other times may not be a violation, they may not be valid and therefore not effective that may be enforced.
