its the intent.. but if your state does not enforce the laws then there you go  have at it.. but the law is the law.Just like right now in the SF bay area particularly Oakland they will not go after snatch and grab car break ins.. ergo cars are hit all over the place.. is it legal NOPE do they enforce it NOPE..
