Washington (state) has this thing called the Rental Housing Association that provides some education and tools and networking- but what they do that I don't think we have here is lobby for issues that can help or protect us and act as advocates in various forums... council meetings, whatever.I think some of our Go Getters- the guys who go to 8am Meetups (or whatever) should consider heading this up. 

I would also highly encourage checking into the regulations of the municipality and of the condo association/HOA where you'll be renting this.

The savings in monthly payment will not offset the additional closing costs associated with doing 2 refinances.

I have made a conscious choice to make changes (places I go, people I associate with, activities I participate in) that make those things less likely to happen to me.

I would cash it ASAP.... maybe even do it at a bank or check cashing place that you have ZERO association with so its harder to try and fight to get the $$ back.
