It could be either a coop or a condo - in a coop you own shares in the buildings corporation that entitle you to occupy a specific unit, in a condo you own the physical space. they'll have either maintenance fees or HOA fees as an additional expense, and these can go up whenever the board voted on them.

I take care of the maintenance and make-ready as needed with full disclosure (photos, receipts and contractor bids), so no problem there. 

Everything was replaced in the house with exception of the things that were new about 5 years ago including A/C, Plumbing, Electrical Service, and roof...

Does anyone know of a service that I could pay for that would have this information or if I can do it myself?

HUD's field service manager informed me that they will not permit water to be turned on for an inspection and appraisal.  

You could also offer to sell your services to design and or build the homes.
