Not everyone budgets well...and to me it is good they recognize this.Of course if there is a bad reason they are doing this...then I would avoid I've seen people with backgrounds, or severe credit issues, or bankruptcies...or some other reason you normally would not rent to, but they want to overcome that with cash.
