They will likely base their decision on a series of questions:- who controlled how the work was done- was he paid hourly, daily, or weekly or was he paid by the job- did he advertise his services (bus cards, ads, online)- did he work for anyone else- did he have his own tools- did he supply the materials- did you have a contract with him- did he invoice you for the paymentsI would strongly suggest locating and talking to an Attorney who deals with Workers Comp. in your state.

Common sense tells me the tenant will likely be held in material breach of the lease and dealt with based on the terms of the lease (charged with the cleanup, eviction, possibly turned over to the authorities, whatever).FYI -- I don't see any clause in my lease prohibiting a firearm.

If it isn't particle board then it sounds like this contractor wants to do it their way either for reasons of they can get the materials cheaper and upcharge, they do not like the fumes and process of other products etc., or they want to use a process that involved a lot of time and MONEY to them in labor.If they can tell a customer they need to do something in a way that takes a lot of labor hours to go slower then they can talk and say that is the best way etc.If the contractor simply doesn't want to use the product or process you want once you confirm it is not particle board then you want to know that now before they even start.
