Eliott Said this already above but DSCR loans are what you might be looking for here, the challenge might be finding a lender that will give you decent terms on a 10 unit mixed property.

I'm sure the local community colleges and Tech schools all have classes.

Are these commercial or mixed use properties?

If anyone but the tech people behind those efforts will make money is an open question. 

talk to a management company first to see what unit mix would be best for your proposed location, and what they would rent for, then figure square footages times how many units you would like to do, then check with county on zoning and septic requirements, then see if your rents would support a build cost of $125 a square foot.You might get built for less (or more)but if it works for $125 a square, continue with build out estimates

Those numbers will vary by the extent that your units are retrofitted with these technologies, but the smart lock is the highest in the list of most desirable tech.
