To each their own when it comes to criteria, but as per info I got from the city here in Lafayette, it costs ~$600 for them to install a new water meter (this may cost more for an electrical meter or even gas).

line voltage thermostats     I had a similar issue but did not install new heaters so I don't know if there is anything with a this type of approach on the heater.

As others have said, I'd get a roofer in to install a ridge vent and soffit vents.

I'm no expert, but look into installing a check valve in the floor drain to make the flow there one-way.
