I'd get in contact with a realtor in a midwestern city with solid market indicators, then when ready you can make some offers.

Does anyone have any experience in similar issues and know if it indicates any serious structural damage or it's just a settlement / painting issue that can be fixed permanently?

It may be a new year and a new presidential administration, but mortgage rates are continuing to hover near all-time lows indicating our economy continues to struggle.

@Steven Cramer as for the 1031 piece, some quick research indicates that a 1031 may be possible on a flip, but probably not ideal. 

We have one that I suspect is below 0.25% of value.As indicated, the market reflects multiple variables so here is the bad. 

Our syndication attorney had a form for all investors to indicate whether they were or not.  

Mostly we are in $20k to $30k per unit on our rehabs (which is about 10% of value of the unit or 50% of the purchase costs), but OP indicated the cost at $15k to finish the ADU.  

The property has section 8 tenants, and I want to ask a few questions about managing the regulatory requirements, as this will be my first section 8 property.The owner indicated that there were no inspections in 2020, because of COVID, so I want to know who I should talk to to determine whether they will begin again this year. 

You have a map that indicates where the comps are, so be mindful of major highways, roadways, etc., that may serve as boundaries for the neighborhood.
