I never heard of tax lien getting reduced unless lien holder is municipalities itself and new owner will be making improvement to brighten the neighborhood.If property is located in New Jersey let me know I can help you find out who is the lien holder.

Your average buyer is not informed enough on the cost benefit tradeoffs of these technologies to be able to perform a thorough analysis of the improvement, and so they won't perform it, and therefore the demand simply does not exist.

Even though the property would be occupied by your kids, since you are going to charge market rent going forward, your loss is not limited to income because of the vacation home rule as you were limited before.
