If a lender follows secondary market guidelines they can sell the loan or portfolio.  

I am not one to gamble like that.If I am going to gamble then I go to Las Vegas and play black jack.

For example if proctor and gamble is building a new factory that plans to employ a lot of people in West Virginia, Utah doubling down to increase its tech scene, Portland opening up free college or the city of xyz offering 1% loans and 50k improvement grants to revitalize you just been Car Jacked ST.

A great deal of them are cash only as they do not meet Fannie, Freddie, or HUD guidelines.  

Thanks Brent and Thomas good information on the USDA they have some serious guidelines and at times makes you want to scratch your head.
