I concur with @Ned Carey that wholesaling by an agent, at least using the method of an assignable contract is a de facto net listing. 

So I started to look at Philadelphia, parts of New Jersey upstate New York and Delaware If you or anyone else have any other suggestions of different locations let me know and I will definitely look into those locations
