I was just out 10k for damages (got an insurance check for most of it later), and had to make the repairs immediately- put people up in other places etc.

They told me it was a catch 22 scenario where they could not physically insure the place for the ARV as this was more than twice the purchase price, however they also couldn't insure it for $80,000 as this was too far below the ARV value?

Since this is an REO sale, there will be all kinds of outs for the bank on their contract addendums, so you probably wouldn't have any damages claim against them, and there is probably some reference in your contract to the condo doc.s.
