I know I'll have to pay capital gains tax when I sell but I was thinking the monthly rental income will have more than made up for that.Would I be better off just leaving the cash in the IRAs?

My theory is that not too many people want to buy them - the people living in those areas don't have a high enough income, credit score etc to purchase at 7% interest rates and it's investors who have a high risk tolerance who will buy them (like me and I don't have a high risk tolerance, just made a bad decision).

Probably they haven't been in business too long, then.By the way, the W-9 is the informational form that the vendor fills out and gives to you, which allows you to report the payment you made to them on the 1099 form.
