Selling a piece of land with utilities to the site, zoning use approved, scraped and cleared land, etc. is very different then selling a piece of land with an old house on it for a tear down and lot had to be cleared and graded.As a commercial developer if a seller wants a quick sale then it will be a low cash offer.

They include loan payments, taxes, insurance, utilities, and any other costs that occur during the Rehab period and up until the property is fully rented.  

I am going to put an offer on a bank owned REO, but the issue is that all the utilities, i.e. heat, water and electricity have been shut off.

I’m also investing just 30 minutes outside of the third largest city in my state though.

I schedule showing appointments in 15- or 20-minute intervals during a 2-hour time frame and will overbook as some just won't show even after scheduling. 

Should I focus on using only the cash I have for the investments or utilize the HELOC as well?

The minute they said mortgage I was too quick to pass on it before even knowing how much they owed.

Spray it wet with water, give it a few minutes to soak in, and scrape off.It's incredibly messy so only do it in an empty room, but I saw a DIYer video on YouTube where guy attached a wet vac to his scraper and solved that problem too.
