Chances are the two offers are investors (or wholesalers) trying to low ball her. 

I have a duplex in Minneapolis with an occupied unit that I'm looking at potentially doing this same thing to if/when the current resident moves elsewhere.  

I know many investors from NY who are choosing to invest in the Midwest because of the low barrier to entry and yearly cash returns making more sense in these lower priced markets.

It will need a kitchen/kitchenette, and the current entrance is through the garage.

I currently own 3 properties, farm, rental, and private residence.
