Whole $ does not need to be "expensive", just the action of experiencing significant rent increases consecutively creates a psychological feeling of "expensive", even though the whole $ may be actually cheap in market whole $ sense.

If I find a great deal of course I will jump but that is always the case regardless of rates

it seems like they usually only deal with larger companies that have many accounts to offer

If you can't locate a GOOD PM with a proven track record, then you should discard that market no matter how promising the deals look.
