The occasion I used it the bill was double normal but it was a single family so there was no other source of water use but the tenant.As for the legality of  restricting a family member because  your sister lives in the unit, it just doesn't seem right I would not want defend it in court even if it is legal.

.$200 isnt completely out of line for a repair job if there was more than resetting the toilet which I'd guess there was.I've made it a habit on any new property to hire a plumber to pull the toilets and replace wax rings with these from home depot or new wax rings on the rare occasion what I posted wont work (depends on floor height) -- if the toilets are old enough and I dont want to rebuild the guts I'll just replace them with models from Menards -- I really like Pro Flows from Ferguson supply, however I dont have the buying power my buddy does at his plumbing business so I cant justify spending twice the price there.  

Usually he is a boyfriends cat who is usually never there but the boyfriend had to go suddenly out of town....OR...fill in the blank.

The tenant denies the dog barks except on rare occasions, never at night or early morning, and asserts the neighbor is persecuting her.

To make a long story short, although they were on occasion late a few days due to the single income, they always came through and I worked with them per their situation.

And if they ask you point blank for the name and contact info for the owner, you just say, "Sorry, she insists on staying anonymous."  

When they leave any portion blank I reject the application.
