That's when case law comes into play, and unless the person at the real estate commission who is answering the phone is an attorney who is trained to interpret case law, their opinion likely doesn't matter much.

I know there are smarter and more skilled people than me, for instance I know how an automatic transmission works, but if I tried to design one, or even rebuild one I would have parts left over, better to let an expert who is trained and experienced in that field do the job, so that I can enjoy the product, right?

An adjustment would have to be considered for the location on the busy street; similar down adjustments would be made for location next to industrial property, next to train tracks, with a freeway running behind the property (a fence can allow separation for safety, but won't reduce the noise by much), etc.
