However the evidence of some marks and the previous owner having used some kind of water blocking paint on some of the walls and the resultant efflorescence at particular spots concerns me.I had a few waterproofing companies come in to assess the situation.

Decreasing is very easy though :)If you do want to try increasing, one big factor to check is that the lot size is big enough to support the number of units you're aiming for, based on current zoning - including especially car parking and bike parking spots.
