They would either need to bring cash for the difference at closing, or convince the bank for the need to conduct a shortsale.An owner has to qualify for a shortsale, proving some sort of hardship (loss of income, reduction in income, job move, medical expenses, divorce, military move, natural disaster) and that they already tried and failed to refinance.

You don't want a handyman to get injured falling off your roof and then come after you for medical bills because they didnt carry the proper workers comp/ liability insurance at the time. also protects you if they do a bad job and you have recourse with their insurance company if they damage your house or make the leak worse....

If not, try to get that and then talk to those other people who know this person; they might say the tenant is supposed to be on medication and may have stopped, or they might dread hearing about the nuisance.But maybe you need to be blunt first - tell the tenant that the messaging is excessive and it is now a nuisance bordering on harassment, and it must stop.
