As for anonymity, not sure why you want to be anonymous but if it is to "avoid lawsuits".... the plaintiff's lawyer is going to find you with simple discovery if you are relevant to the case.

There will likely be selective enforcement -- only on STRs, and that will likely provoke a lawsuit that I'm not sure the city is funded for.
