There is a lady moving in on Sept 4th and we have a signed lease.

Normally there are 1 - 2 followup treatments.We had a tenant in our rooming house bring bedbugs last year and it wasn't until they spread and the young lady in the adjacent room was bit that we found them ... ground zero was the worst infestation my exterminator had seen that year.  

Then you can file and reference later...ie "Well ladies, looks like we talked about keeping the kitchen clean back in July and it's still pretty gross so we're going to..."

I note that Grandma does not like the arrangement - either she really intends to sell or she just wants her Grandaughter to become your problem instead of hers, but we do know for sure this lady's own Grandmother doesn't want her as a tenant.

So if this lady is able to justify get issue and with her previous landlord along with everything else, why not give her a chance?

The lady told me " it may take a couple weeks to verify due to owner being elseware) so I tried to just wait, but when it came close to 20-30 days I started calling and their phone line says it's out of service so I go by the office and it gives a number on the door and directions to the same "show unit" stating it was the temporary office.

We've had a cleaning lady come once a month for the last 3 years and even she never swept under the washer and dryer.

I own a SFR that's currently rented to a nice lady who is on Sec 8 to help her out paying the rent.

The ladies keep the apartments very clean and neat but the rent they have been paying are 50-60% lower then the current market.
